Weather Satellite
Real weather satellites don't just report the weather.
They change it.
You may increase by 10, or decrease by 4, the power of any Hurricane, Rain of Frogs, or Tornado.
You may in-crease by 4, or decrease by 2 , the power of any other Attack to Destroy (including Disasters) against any Place Except Space ones.
The Satellite gets two Action tokens, but may not use them is the same attack.
